Electoral Area D Official Community Plan
Purpose and Review Process

The purpose of the Area D OCP review is to:

Update policy content to reflect the current vision and values of the community,

  • Meet statutory requirements and obligations as per the Local Government Act,
  • Ensure the plan refers to and is in-line with current provincial legislation and policy, and
  • Update agency name changes, acronyms, etc.

This Official Community Plan process has focused on various land use issues and topics relevant to Electoral Area D, including but not limited to:

  • Settlement Patterns and Housing Options,
  • Commercial and Industrial Land Uses,
  • Watersheds, Forestry, and Wilderness Recreation,
  • Agriculture,
  • Environmentally Sensitive Areas,
  • Coastal Planning - storm surge, sea-level rise and coastal shoreline protection,
  • Greenhouse Gas Emissions,
  • Parks and Greenways,
  • Servicing, and
  • Transportation.

The OCP review process includes:

  • Public outreach
  • Community visioning
  • In-house policy development
  • Draft plan development
  • Completion of policy updates
  • Completion of initial draft OCP
  • Draft policy content review and public open house sessions
  • Completion of a final draft OCP bylaw
  • OCP approval process - includes the following legislative requirements:
    • Consideration of 1st reading by SRD Electoral Areas Services Committee...currently here
    • Consideration of 1st reading by Board
    • First Nations consultation and agency referral of OCP
    • Consideration of 2nd reading of the OCP bylaw by SRD Committee and Board
    • Public hearing
    • 3rd reading of bylaw by SRD board
    • Ministry approval of plan
    • Final adoption of plan by SRD board
